Commission to hold special meeting today

Anna Maria City Commission Chair John Quam has scheduled a special commission meeting at 7 p.m. today, June 10, to reconsider the commission’s May 27 denial of a site plan for 308 Pine Ave.

The commission had rejected the site plan at the May 27 public hearing by a 3-2 vote following more than two hours of testimony. The plan was presented by developer Pine Avenue Restoration LLC.

Quam sided with Commissioners Dale Woodland and Harry Stoltzfus to deny the plan, while Commissioners Chuck Webb and Jo Ann Mattick voted to adopt the PAR site plan.

Also on the special meeting agenda are discussion of the Walker parcel on Park Street and interpretation of the site-plan expiration for 303 Pine Ave. The commission also will hold the first reading of a moratorium on new construction in the conservation land-use category of the comprehensive plan.

Quam scheduled the special meeting after city attorney Jim Dye sent him a letter last week saying that, according to Robert’s Rules of Order, the city can reconsider a vote. However, the motion to reconsider must come from a commissioner who voted with the majority to deny the plan.

Dye said the commission should not reconsider the vote if action has been taken by an outside party on the basis of the first vote, but, in his opinion, no action has yet been taken by an outside party.

Commissioners must first approve a motion to reconsider before re-opening discussion on the PAR site plan.
